（中央社記者劉麗榮台北22日電）總統府發言人陳以信今天晚間表示，總統府尊重立法院行使職權，不會反對交接工作「法制化」，但社會各界擔心交接條例草案部分內容可能違憲，相關立法工作不宜牴觸憲法。
民進黨政權交接小組回覆總統府書面意見，並發布新聞稿說，「總統職務交接條例」立法實屬必要，非「交接作業實施要項」可取代。
陳以信晚間表示，據19日「2016接卸任政府交接小組第一次會議」協商結論第1點，雙方已透過對口即刻展開後續溝通事宜。
他說，據協商結論第3點「行政院今天（19日）所提《520交接作業實施要項》草案，請接任政府交接小組儘速提供修正意見，俾便定案」。
陳以信表示，目前就待接任政府交接小組提供修正意見以便定案，復由行政院公布實施後，行政院各部會對口就能取得上級授權，根據要項規定內容，以彈性方式具體辦理交接事宜。
至於立法院審議程序中的「總統職務交接條例草案」，他說，總統府尊重立法院行使職權，更不會反對交接工作「法制化」，但社會各界疑慮在於擔心草案中部分內容可能違憲。
陳以信表示，總統府認為相關立法工作應顧及社會觀感，不宜發生牴觸憲法疑義。1050222
